Meeting Procedures
“All meetings of any public body shall be public meetings and all persons so desiring shall be permitted to attend and listen to the deliberations and proceedings.” (A.R.S. 38-431.01) “The Open Meeting Law does not require that the public be allowed to participate in the discussions or in the ultimate decisions of the public body.” (A.G. Opinion 84-133, 83-049 and 78-1)
Persons wishing to address the Board on items that are listed on the Board agenda must fill out the “Comment Card” and submit it to the Board’s secretary prior to the start of the Board meetings. (Board Policy BDDH, Public Participation at Governing Board Meetings)
Please limit your comments to three minutes. Minutes are not transferable.
Agendas for the monthly Board meetings are prepared in advance by the Board President and Superintendent. To be placed on the agenda, a speaker must contact the Superintendent’s office (928) 348-7000 extension 7701 at least two weeks prior to the time the individual or group wishes to be heard. Speakers must give their name, the group they represent, and the topic they wish to address.
Personal complaints or charges against individual personnel of the District are discouraged during Board meetings in order to protect the due process rights of the employees. Charges or complaints shall be presented in writing.
CALL TO THE PUBLIC
Call to the Public/Comment Cards must match an item on the current agenda.
Per Policy B-2150, BEDH "Public Participation at Board Meetings"
"Any individual desiring to address the Board shall complete a form (Request to Address Board) and give this form to the Superintendent prior to the start of the board meeting."
"Call to the Public: This is the time for the public to comment. Members of the Board may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to A.R.S. § 38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to any criticism or scheduling the matter for further consideration and decision at a later date."
